Freedom of speech is guaranteed by the constitution and the media are theoretically free, although there are reported incidents of intimidation and violence against journalists and media outlets critical of the government. A prominent opposition journalist, Elmar Huseynov, was murdered in 2005. Azerbaijan has made attempts to rectify these allegations by launching a public TV and radio service in 2005, intending to be free from government control.
PostInternational postal services are sometimes disrupted. Delays occur, although letters should normally take 10 to 14 days to arrive. Parcels should be registered or sent by courier services to accelerate the process and ensure against loss.
